Is this considered an error?

Goodmorning I have quite a few coins im looking up and this 2001 p quarter has a mirror finish but the antlers look like they smudged as well as the N in Canada which has the same smear? Plz help lol

Not an error, looks like it may be caused by Die Deterioration.
