1985 Pierced Throat, die clash?

This 1985 dollar has lines by the Queen's neck "Pierced Throat". I am wondering if it could be caused by a die clash? There are two other die clash looking features by the Queen's hair (photo 4). Any thoughts would be appreciated, thanks.
