1973 Glued/Binded $1 banknotes?

I have a stack of consecutive serialized 1973 $1 banknotes that are binded by glue on the left hand side, almost like a cheque book. Does anyone know what purpose that would have served? Who would have done this? Here is a photo for reference.

Cant say why it was done but it sure didn't help what little premium value they had.
