New to collecting coins ands notes and would like any opinion on this note. Is it not centered correctly as the bottom looks like its not even with the top . The bottom shows wear as if was that way from issue Any info would be helpful

Can't really grade without a picture. Value would depend on condition as well as the signatures and prefix
which you did not provide. Being off centre and worn would certainly affect the value.
