Had this 5$ low serial number and an error appeared to # 5 looks like banner in form in closer looks and what is this called just to get an idea and just wondering if how much may be the value of this bill?

The low serial number adds value, but the ink mark someone added detracts from it. Search EBay for like bills to get an idea of value.

looks like over the design. anyone with a pen could do the same.
