Does the red dye that is over the serial number mean anything? Any suggestions otherwise?

Looks like some sort of chemical smeared it.
Maybe some one was trying to remove it.

I have a bunch of 1954 $1 notes like this, I think they were probably exposed to moisture early in their life and the ink ran a little, but I’m not an expert on that
