it is 1991 comparing with the normal cent 1991 it is 1 not zero.
Also there is damage on the top of number "1" near to word "CENT". furthermore, there is a swelling on the edge of this cent.

Bill am I right in thinking that that is post mint damage.

I can't see how anything close to that happened at the mint. It's PM damage.
