Charlton says there were 10,000,000 printed. Is there a story explaining the high value and/or rarity ?

The only thing I can remember is yes the Charlton Guide says there were 10,000,000 printed but very few made it out into circulation. Unfortunately that was so long ago I don't remember why. I do know there is a registry for this note but I can't find it on this website. Hopefully someone else can chime in with more info.
