If anyone could please help me determine if this quarter is unique, rare or something else, I would be very grateful. It has what seems to be a film like and/or round like application on top of the poppy. I have other quarters from other years that show this poppy as it should be.
I cannot find the same one, or anyone talking about one like this anywhere. All comments and thoughts and advise welcome - Thank you.

The printing process was different back then. Kind of like a low quality bubble jet printer. Poppy images from other years have better quality because the printing process improved. Hard to find a circulated 2004 in good shape, the ink didn't last.
