Coin mintage

I like collecting Paper more then coins but do keep coins as well, Can anyone tell me when and how the mintage of any coin is released to the public. for example do you know how meany 2019 nickels will be released or is that not known until the end of the year. of course everyone wants to get a roll of a coin that will be in short supply but when do you know they will be, or do good dealers buy everything and then unload things that don't prove profitable .

On business strikes, I don't think the mintage is released until early the following year when the RCM
releases it's annual report. Maybe someone can verify this.

another question about mintage . This site shows the mintage of the 1991 Quarter at 459000 is that just the ones that would have been released in rolls for circulation or is that General circulation, PL sets and Proof sets all total.

That is Business Strike coins for circulation.
Proof, Specimen and Uncirculated sets are in addition to these.
Note: There are no PL coins after 1976, in 1981 they minted what is
known as Uncirculated to replace the PL series.
