Rotator banknote?

Hi, I've been offered this banknote but before I purchase it I wanted to confirm this is actually a rotator? Or does a rotator need to be in the same order when its flipped? Sorry I'm new to banknote collecting. Thanks !

I believe that is the S of the prefix

Sorry, your right, must of had a brain cramp last night.
Still not a rotator. Has to read the same when rotated such as 8960968
According to Charlton " The middle digit must be 0 or 8, and the remaining digits must be 0, 6, 8 or 9"
