What is this 20 Dollar Bill

Please i need some help.
i M trying to find out what is this printing on the attached 20 dollar bill that i received from my bank.
I M also trying to find value if any ?

It looks to me like someone has run it through a date stamp machine, or something similar. It's not part of the banknote as printed, therefore no additional value.
