1954 $2 replacement note
Would this be considered a low serial number,thoughts on grade ,thanks.

To be a low number, you have to have at least four zeros, preferably five in front of the serial number.

It's very tough to approximate the grade of any note without inspecting it in person. Both pictures of your notes (this $2.00 & the Devil's Face $20) are blurry so that makes it very difficult to nearly impossible.
From what I can see, I think there may be dark spots on the top border of the $2.00 note. It may have been in a wallet & is likely EF to AU (Extra Fine to Almost Uncirculated). This would be about $15-$25 according to Coinsandcanada's pricing tables:
