Hello - I'm not confident in grading coins above XF. I'd like opinions on this one. It's got a brilliant mirrored surface, but a lot of dings and a pretty significant scratch. I've heard these called 'baggy' as if they had little wear other than rattling around in a mint bag.
Is it an UNC piece with problems, or an impaired proof? Thanks so much for all opinions.

Re: Grading Assist - 1964 dollar
Looks like a PL coin from an uncirculated set. Value is for silver content due to condition.

Thanks for the opinion!

A lot of marks on the field. I don't think it is worth certification. My guess is PL-64 Cameo.
