i have here a Australia 5 cent from 1968 feel free to comment i am not sure if its of any value on foreign coins

Not a Double Strike, it is Machine Doubling.
A Double Strike would affect the whole coin, not just part of it.

The places on the coin that have just a little bit of offset doubling are due, as coin guy says, to machine/mechanical doubling. However the "8" in the date has been repunched by hand, maybe to correct a flaw. Here's a link to some different types of common doubling and also click on the links at the bottom of the article:
